A) The Tribal Development Department is headed by the Hon'ble Minister-in-Charge. The Principal Secretary is assisted by the Special Secretary/ Additional Secretary, Two Joint Secretary, Two Deputy Secretary, Three Officer-on-Special Duty, 1 Registrar and other staffs are responsible for Administrative and Planning activities of the Department. The Joint Commissioner for Reservation is responsible for matters relating to Reservation, Prevention of Atrocities and protection of Scheduled Tribes.

B) The Directorate is headed by the Commissioner, assisted by the Joint Director, Deputy Director, Assistant Director and other officials. District is headed by the Project Officer-cum-District Welfare Officer/District Welfare Officer and staff. In addition to this, there is Backward Classes Welfare office in Basirhat Sub-division as the concentration of population of ST is substantial in this Sub-Division. In each of the Sub-divisional Offices there are Inspectors to conduct inquiries for issuing caste certificates and to attend to other issues.

C) Department has a few Assistant Engineers and Sub-Assistant Engineers to look after the Community Development Schemes executed by this Department. The developmental works especially schematic works are generally executed through the Blocks/Panchayat Samities/Zilla Parishad etc. Some jobs are also assigned to Departments specialized in respective fields. District Welfare Committees and Block Welfare Committees select, monitor & supervise these works on behalf of this Department.

D) Cultural Research Institute (CRI) is a Research Organization under the administrative control of this Department. This Organization is headed by the Director assisted by Deputy Directors, Cultural Research Officers, Research Investigators and other Staff.

E) The Paschim Banga Adibasi Kalyan-O-Shiksha Parishad (PBAKOSP) has been set up for running and management of Ekalavya Model Residential Schools (EMRS). At present 07(seven) EMRS are running in seven tribal dominated districts in West Bengal.

F) The West Bengal Mayel Lyang Lepcha Development Board is created for the preservation and protection of Art, Culture, Language and Promote overall Development of the original inhabitants of Darjeeling the Lepchas. The Board is a society registered under Societies Registration Act, 1961 and has it's headquarter at Kalimpong.

G) The West Bengal Tamang Development Board is created for the preservation and protection of Art, Culture, Language and Promote overall Development of the original inhabitants of Darjeeling-the Tamang. The Board is a society registered under Societies Registration Act, 1961 and has its head quarter at Kalimpong.

H) The West Bengal Sherpa Cultural Board is created for the preservation and protection of Art, Culture, and Language of Sherpas. The Board is a society registered under Societies Registration Act, 1961 and has its head quarter at Darjeeling.

I) The West Bengal Bhutia Development Board is created for the preservation and protection of Art, Culture and Language of Bhutias. The Board is a society registered under Societies Registration Act, 1961 and has its headquarter at Darjeeling.

J) The West Bengal Limbu Development Board is created for the preservation and protection of Art, Culture and Language of the Limbus. The Board is a society registered under Societies Registration Act, 1961 and has been created in the month of February, 2016 and has its headquarter at Kalimpong.

K) The West Bengal Adibasi Development and Cultural Board is created to preserve, propagate and safeguard Traditional Tribal art Music Dance, Culture and economic Development of the people belonging to the Tribal Communities. The Board is a society registered under Societies Registration Act, 1961 and it has been created in the month of March, 2017 vide Resolution No. 410-TDD/12S-11/2017 dt. 31/03/2017 and has its head quarter at Malbazar, Jalapiguri.

L) There is one Corporation under the administrative control of this Department. (1) The West Bengal Tribal Development and Co-operative Corporation Ltd. (WBTDCC Ltd.). The West Bengal Scheduled Castes, Scheduled Tribes and Other Backward Classes Development & Finance Corporation (WBSCSTOBCD&FC), under the control of BCW Department is also functioning for TD Department. These Corporations execute different Programmes / Schemes of the Department, especially in extending financial support through Banks and other Financial Institutions. The WBSCSTOBCD&FC has offices in each District headed by District Managers. The WBTDCC Ltd. has Regional Offices in Jalpaiguri, Purulia, Jhargram and Bankura and Branch Offices at Malda and Suri. WBTDCC Ltd. is an apex Organization for the LAMPS.

M) In terms of Art 244(1) under Fifth Schedule of the constitution there shall be established Tribes Advisory Council in each State having Scheduled Areas therein and, if the President so directs, also in any State having Scheduled Tribes but not Scheduled Areas therein, a Tribes Advisory Council consisting of not more than twenty members of whom, as nearly as may be, three fourths shall be the representatives of the Scheduled Tribes in the Legislative Assembly of the State: Tribes Advisory Council (TAC) is constituted in Ten states of Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra Orissa, Telangana and Rajasthan having Scheduled areas. Though TAC is not mandatory in non scheduled area state, it was constituted in West Bengal. The West Bengal Tribes Advisory Rules, 1953 were amended vide Notification No. 820-BCW dated 06.03.2012 to make the council compact and effective. The West Bengal Tribes Advisory Council is re-constituted in the state in terms of Sub-rule (a) of rule 4 of West Bengal Tribes Advisory Council Rules, 1953, Vide Notification No.4140-BCW/3C (MC-08/96 (Pt-1, Duplicate) dt. the 10th December, 2013. The council was earlier defunct and held no meetings in the past but the council is now holding meetings as per mandate and the decisions taken in the meeting Chaired by the Hon'ble Chief Minister are put in to action meticulously.

N) Integrated Tribal Development Agency (ITDA): - A detailed and comprehensive review of the tribal peoples' problem was taken up on the eve of the Fifth Five Year Plan period. The main objective of ITDA is socio-economic development of tribal communities through income generating schemes allied with infrastructure development programmes and protection of the tribal communities against exploitation.

The ITDA project areas are generally contiguous areas of the size of a Tehsil or Block or more in which the ST population is 50% or more of the total.

So far, 6 (six) ITDAS have been delineated in the state of West Bengal for which site have been earmarked and the construction is in the pipeline. The ITDAS will be headed by an Officer. The details of 6 (six) ITDAs in the state are shown below:
