There are two Corporations under this Department

  1. The West Bengal Scheduled Castes, Scheduled Tribes & Other Backward Classes Development and Finance Corporation.
  2. The West Bengal Tribal Development Co-operative Corporation Ltd.

Introduction:

The West Bengal Tribal Development Co-operative Corporation Ltd. (WBTDCC Ltd.) was formed on 23.03.1976 with an objective to provide all kinds of support like financial, technical, marketing and all other needed support to ensure the socio-economic development of the tribal people of the state of West Bengal. The support is provided through the 154 number of LAMPS spread across the state of West Bengal. WBTDCC Ltd. is the Apex Body of the LAMPS.

Management:

WBTDCC Ltd. operates in conformity to the provisions laid down in the West Bengal Cooperative Act 2006 and Rules 2011. It is under the control of Tribal Development Department, Govt. of West Bengal and there is a Board of Director consisting of 15 elected members and 12 nominated members to assist the Chairman. The chairman is nominated by the Government of West Bengal. The Managing Director is the executive head of WBTDCC Ltd. He works under the general guidance and supervision of the Board. Besides the Managing Director one employee of WBTDCC Ltd. act. as ex-officio Directors in the Board of Directors.

Means to achieve the objective:

The WBTDCC Ltd. is in constant endeavour to address the need of the Tribal people in all possible ways. To achieve the objective, following areas of intervention have been identified

  1. Ensuring “Income Generation” through various schemes
  2. Ensuring “Social Security” through different schemes
  • Ensuring “Skill Development” through different schemes
  1. Ensuring preservation of the rich Cultural Heritage
  2. Providing financial Aid to Students
  3. Bridging the critical gaps in different infrastructures

Set up in 1976, the WBTDCC Ltd. has been functioning exclusively for development of tribal people of the State under the patronage of Tribal Development Department. Being the apex body of LAMPS, this Co-operative Corporation at present administers through 154 LAMPS, operating at Block level in 16 districts of the State. The important activities of WBTDCC Ltd. during 2017-18 are as follows:

  1. NTFP operation Collection of kendu leaves:

During the lean agriculture season, collection of Kendu leaves provides a good means of sustenance to the poor tribal people living in the close proximity to the forest-fringe, tribal villages of Bankura, Purulia, Jhargram and Paschim Medinipur. In the financial year 2018-19, WBTDCC Ltd. received Rs. 475.00 Lakh from the Tribal Development Department for procurement of kendu leaves. The State Government has fixed the minimum support price @Rs.75.00 per chata (2.5 kg) for 2017-2018 crop year for the benefit of the poor tribal people of these districts . The collection figure for the crop year 2016 & 2017 is noted below.

Due to heavy rainfall in the month of June 2015, the kendu leaves collectors have not plucked the leaves as like previous year because the leaves are thick and not suitable for making bidi.

       2. Self-employment schemes:-

       3. SCA to TSP (DISHA)

With a view to raising socio-economic level of the scheduled tribe, WBTDCC Ltd has taken up the DISHA Scheme.

This scheme is meant for SHGs as well as also hamlet based. In the year 2017-18, the Corporation received Rs.1716.399 lakh under TSP from the Tribal Development Department. As per revised guidelines, this Corporation made investment through SHGs for rearing backyard poultry, kitchen garden, growing of drumsticks, co-operative based fisheries ,setting up of nurseries of fruits, flowers, vegetables, medicinal plants etc. and training thereof. Our target was 5000 units. Training on kitchen garden has been conducted for the beneficiaries in Dakshin Dinajpur , Jalpaiguri ,Purulia and Burdwan district.

              A model village at Chandipur under Kushmandi LAMPS, Dakshin Dinajpur has been set up where SHGs of that village are having 09 ponds on lease from Gram Panchayats and have developed composite fishery. Besides this, backyard poultry, orchard and kitchen garden schemes are being taken up in that village.

             In Alipurduar, Totos at Totopara and Bhutia of Kanchanjunga Smriti LAMPS are motivated to cultivate black pepper, cardamom and ginger. Project report is prepared and vetted by District Horticulture officer. 338 no. of households of Totos has been selected.

             TSP disbursed in the year 2017-18 to ST beneficiaries for 2268 beneficiaries for Rs.226.80 Lakh of 208 SHGs.

        b. Micro credit scheme

Along with Disha under TSP, WBTDCC has been implementing Micro Credit loan scheme for SHGs sponsored by NSTFDC since 2009-10. This scheme, being entirely a short term loan based project at a very low rate of interest, has been targeted to impart a sense of self reliance without subsidy-relief.

        3. Adivasi Siksha Rinn Yojana (ASRY):

In the year 2012-13, the Corporation started implementing the scheme named ASRY sponsored by NSTFDC, in which concessional loan is provided to the eligible ST students for professional and technical courses and higher studies. The loan includes expenses towards admission/examination/tution fee, boarding and lodging, books and computers etc. After the moratorium period (Course period + 1 year or 6 months after getting job, whichever is earlier) within next five years the beneficiary has to repay loan at the interest rate @ 6% p.a. During the year 2017-18, 50 tribal students applied for the ASRY loan. Details of loan disbursed to ST students is as follows:

       4. Participation in ICDS Project:

During the year 2015-2016, this Corporation has supplied food material valued Rs.3090.25 Lakhs to the ICDS Projects in Paschim Medinipur and Dakshin Dinajpur Districts as entrusted by the Deptt. Of Women and Child Development and Social Welfare, Govt. of West Bengal. During 2017-18 Rs.37.50 crore and  in 2018-19 Rs. 6.81 crore have been sanctioned for Construction of Building of 729 and 249 ICDS centers respectively in ST dominated areas.

       5. Skill Development Training:

The Corporation has been organizing training and hand holding programmes for the employees and office bearers of the LAM PS/tribal Workshop on Tailoring for Tribal Women beneficiaries of LAMPS throughout the year to increase their level of skill and also to inculcate a sense of awareness among them. The Tribal Development department provided Rs. 300.00 lakh under SCA to TSS fund for various training programmes. The Corporation has spent the amount by organizing different training programmes during the year.

        6.Pre-examination coaching for WBCS-2018-19

Fully funded and residential Pre-Examination coaching for preparation for WBCS Examination is being provid e d to tribal students. West Bengal Tribal Development Co-operative Corporation Ltd. has been entrusted with execution of the project on a turnkey basis. Students from ST community and permanent residents of West Bengal can apply to avail the opportunity if they fulfill the criteria given by PSC. In this year Corporation was able to select 50 ST Students for this purpose after a screening test.

  1. Tribal Festival

InDecember'2017-18,theCorporationarrangedathree-dayStateLevelCompetitiononTraditional Tribal Dance, Song and Musical Instrument under the guidance of Tribal Development Department to promote traditional folk heritage and culture of the State. Around 90 tribal groups comprising more than 300 tribalartists took part in the said programme.

      8. Implementation of FOREST RIGHTS ACT.

Under the Scheduled Tribe and the Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, Pattas are being issued for the individual forested land being used for habitation purposes. Apart from this, pattas are also issued to the community as a whole for different purpose for which the forest is usually used by the tribal inhabitants, including for the traditional worship place in the forest areas known as Jaher Than. In 2017-18, individual pattas for 45818 foresters and 738 community pattas were issued.

  1. West Bengal Kendu Leave Collectors Social Security Scheme, 2015

A social security scheme for the Kendu Leave Collectors has been initiated and being implemented since August, 2015. It covers the collectors in the district of Paschim Mednipur, Bankura and Purulia. This scheme provides for one time financial assistance to the registered collector on completion of 60 yrs of age. Apart from this, he/she can also claim maternity benefit, disability benefit, health assistance. On his/her death, the nominee can claim the death benefit along with funeral assistance. Till date 34743 beneficiaries had been registered in the scheme, As many as 324 beneficiaries have been asserted under the Scheme till date. Rs. Annual Expenditure:- 2,21,96,000/-
