There are two Corporations under this Department
- The West Bengal Scheduled Castes, Scheduled Tribes & Other Backward Classes Development and Finance Corporation.
- The West Bengal Tribal Development Co-operative Corporation Ltd.
Activities of West Bengal Scheduled Castes, Scheduled Tribes & Other Backward Classes Development & Finance Corporation:-
The West Bengal Scheduled Castes, Scheduled Tribes & Other Backward Classes Development & Finance Corporation was constituted in the year 1976 through an Act which was amended subsequently in 1980 & 1981. The Corporation has the mandate for economic development of SC/ST beneficiaries living below the poverty line. Moreover, the Corporation can take up activities which have a bearing upon social, educational, economic & cultural development of target group communities in the State.
The Corporation functions through its Head Office (HO) located at CF-217/A/1 Sector-I, Salt Lake, Kolkata -700064 and 20 District Branch offices located at District Head Quarters (HQ).
Following schemes are being implemented by the Corporation for Scheduled Tribe target group beneficiaries in association with District Administration, Block Administration and Three-tier PR Bodies in the State:-
- Community based schemes for enhancing livelihood opportunities under SCA to TSP
- Cluster based development of Artisans
- Term Loan by National Scheduled Tribes Development & Finance Corporation.
- Employment generation through Skill development
a. Livelihood schemes under SCA to TSP
Guidelines, funding pattern and use of funds under SCA to TSP have been revised from 2014-15 Presently, community based schemes/ activities for enhancement of livelihood of the Tribal communities are being undertaken in various sectors like development of dairy through AI, Fodder, linking with milk cooperatives, extensive fisheries activities, training, providing feed, manure, equipments like fishing nets, big containers, production of fish seed, fry & lings , Apiary, Nursery, Cooperative based irrigation schemes ,Horticulture, protective cultivation, floriculture etc. During 2017-18, various community based schemes were implemented through which more or less 23,512 target group beneficiaries were extended benefit.
b. Development of Artisan cluster - Birbhum
An initiative to develop artisan cluster at Debanandapur Village under Bolepur -Santiniketan Block of Birbhum District leveraging the skill and inclination of SC/ST female folks of the area to adopt three trades viz. Batick, Tie & dye and wood craft as their livelihood option. The project aimed at opening of livelihood options for target group female folks of the area. Implementation of the project includes inculcating basic skills followed by production oriented training, design development, market linkage and finally setting up of a Common facility centre for commercial production of apparel, household goods, accessories, jewellery etc. A core committee was constituted with representatives from DC Handicrafts, ATDC, Export promotion council etc. AIM, a non-profit organization was engaged to facilitate, training, marketing, handholding etc. Institutes like ATDC, NIFT and reputed designer, artisans were associated with the project from time to time. Commencing from 2014-15, 1200 plus female beneficiaries from target group received basic training, 550 had completed production orientation training. Construction of CFC at Debanandapur is in progress. Nearly 600 artisans are regularly associated with production oriented activities. For wide range of marketing e-commerce is also being introduced.
c. Term Loan scheme of NSTFDC: Scheduled Tribes individuals are provided loan in easy terms to become entrepreneur along with Margin Money Loan and subsidy. Under the scheme 15 ST individuals were provided benefit during 2017-18.

A new Corporation in the name and style "WB SC, ST & OBC Development & Finance Corporation" has been constituted under a State Legislation by merging WB SC & ST Development & Finance Corporation and WB Backward Classes Development & Finance Corporation which started functioning w.e.f. 15 November 2017. All the schemes of the erstwhile Corporations are being implemented by the new Corporation. The new entity has taken over all assets and liabilities of both erstwhile corporations.
